देश में कोरोना (Corona In India News) के घटते मामलों के बीच कोरोना वैक्सीन (Covid-19 Vaccine Updates) दिए जाने की तैयारियां शुरू हो चुकी हैं। 3 जनवरी को ड्रग कंट्रोलर जनरल ऑफ इंडिया (DGCI) की तरफ से सीरम इंस्टीट्यूट द्वारा निर्मित ऑक्सफोर्ड विश्वविद्यालय के टीका कोविशील्ड और स्वदेश में विकसित कोवैक्सीन को मंजूरी दी जा चुकी है। मंगलवार को स्वास्थ्य मंत्रालय की तरफ से कहा गया कि 10 दिन के भीतर यानी 13 जनवरी से वैक्सीन लगाने की शुरुआत की जा सकती है।

ऐसे में लोगों के मन में वैक्सीन को लेकर कई सवाल उठ रहे हैं। ये किसको वैक्सीन लगेगी, इसके लिए क्या रजिस्ट्रेशन कराना होगा? वैक्सीन की कितनी डोज लगेंगी? वैक्सीन के लिए क्या पैसे भी देने होंगे? 13 तारीख से वैक्सीन लोगों को लगना शुरू हो जाएगा। DGCI ने कोवीशील्ड और कोवैक्सीन (Covaxin News) को मंजूरी दी है। कोवैक्सीन को DGCI ने आपात इस्तेमाल के लिए मंजूरी दी है। हालांकि, कोवैक्सीन के इस्तेमाल को लेकर कांग्रेस समेत कई विशेषज्ञों ने सवाल उठाया है।

पहले किसे लगेगी कोरोना वैक्सीन

भारत सरकार की तरफ से इसके लिए प्रायोरिटी ग्रुप का चयन किया गया है। सरकार तीन चरणों में टीका लगवाएगी। पहले चरण में सभी फ्रंटलाइन हेल्थकेयर प्रोफेशनल्स व हाई रिस्क डेथ वाले और दूसरे चरण में इमरजेंसी सर्विसेज से जुड़े लोगों को वैक्सीन दी जाएगी। तीसरे चरण में उन लोगों को वैक्सीन दी जाएगी जो गंभीर बीमारियों के शिकार हैं। इसके लिए कई राज्यों ने अपने यहां स्वास्थ्यकर्मियों की लिस्ट भी तैयार कर ली है। उदाहरण के लिए ओडिशा राज्य में स्थानीय प्रशासन ने तीन लाख से अधिक स्वास्थ्यकर्मियों की लिस्ट बनाई हुई है।


कितने लोगों को लगेगा टीका


भारत सरकार का लक्ष्य जुलाई 2021 तक 30 करोड़ लोगों को कोविड वैक्सीन देने का है। इसे विश्व का 'सबसे बड़ा टीकाकरण अभियान' भी कहा जा रहा है। भारत में कोविड-19 के एक्टिव मामलों में तेजी से कमी आई है। यह संख्या 2,31,036 रह गई है, जो अभी तक के कुल संक्रमितों का 'महज' 2.23 फीसदी है।



रजिस्ट्रेशन के लिए क्या होगा जरूरी


कोरोना वैक्सीन के रजिस्ट्रेशन के लिए निम्नलिखित में से कोई भी एक डॉक्यूमेंट दिखाना होगा।

क्या रजिस्ट्रेशन होगा जरूरी


कोरोना वैक्सीन के लिए रजिस्ट्रेशन कराना जरूरी होगा। स्वास्थ्य मंत्रालय की तरफ से राज्यों और केंद्र शासित प्रदेशों को यह निर्देश दिए गए हैं कि सभी लाभार्थियों का ब्यौरा को-विन (Co-WIN)कोविड वैक्सीन इंटेलिजेंस नेटवर्क सिस्टम ऐप पर अपलोड हो। ऐसे में आपको इस ऐप पर रजिस्टर कराना होगा। हेल्थ वर्कर्स और अग्रिम पंक्ति के कर्मचारियों को खुद को रजिस्टर्ड कराने की जरूरत नहीं है क्योंकि उनका डाटा बड़े पैमाने पर को-विन वैक्सीन डिस्ट्रीब्यूशन मैनेजमेंट सिस्टम में फीड है।



वैक्सीन पर कितना खर्च आएगा


कई राज्य और केंद्र शासित प्रदेश पहले ही घोषणा कर चुके हैं कि सरकार निशुल्क टीकाकरण के लिए टीके का खर्च वहन करेगी। सीरम इंस्टीट्यूट के सीईओ अदार पूनावाला ने एक बयान में कहा कि भारत सरकार के लिए, कोविड वैक्सीन प्रति डोज 3 से 4 डॉलर होगी। प्रत्येक व्यक्ति को वैक्सीन की दो डोज लगाई जाएंगी। इसलिए 6 डॉलर (440 रुपये प्रति व्यक्ति) की वैक्सीन पड़ेगी। हालांकि पूनावाला ने कहा कि बाजार में इसकी कीमत लगभग 700-800 रुपये होगी।



क्या सभी को लगवानी होगी वैक्सीन?


ऐसा नहीं है। कोरोना वैक्सीन लगवाना पूरी तरह से आपकी मर्जी पर निर्भर है। हालांकि, एक्सपर्ट का कहना है कि खुद की सुरक्षा के लिए वैक्सीन की पूरी डोज लेना जरूरी है। इसकी वजह है कि इस बीमारी का संक्रमण एक व्यक्ति से उसके परिवार के सदस्यों, दोस्तों, रिश्तेदारों और काम करने वाले सहयोगियों में ना हो।



क्या देश में और वैक्सीन भी आएंगी?


हां, अभी तक सिर्फ दो वैक्सीन के इमरजेंसी यूज को मंजूरी दी गई हैं। लेकिन अभी कई कंपनियां वैक्सीन पर काम कर रही हैं। अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) के निदेशक रणदीप गुलेरिया ने कहा कि अब से तीन से चार महीने बाद अन्य टीके भी उपलब्ध होंगे और तब भंडार भी बढ़ेगा। उन्होंने कहा कि तब वैक्सीनेशन प्रोग्राम में अधिक तेजी लायी जा सकती है।



वैक्सीन की कितनी खुराक है उपलब्ध

सीरम इंस्टिट्यूट ऑफ इंडिया (एसआईआई) अब तक ऑक्सफोर्ड एस्ट्राजेनेका कोविड-19 टीके की करीब पांच करोड़ खुराक का उत्पादन कर चुकी है। कंपनी ने सोमवार को कहा कि उसका लक्ष्य मार्च तक 10 करोड़ खुराक के उत्पादन का है। अगर मामलों में बढ़ोतरी होगी तो देश में वैक्सीन के बड़े डोज की जरूरत होगी।


कैसे मिलेगी वैक्सीन लगवाने की जानकारी

सरकार की तरफ से प्रायोरिटी ग्रुप का चयन किया गया है। यदि आप उस प्रायोरिटी ग्रुप में शामिल हैं तो आपके रजिस्टर्ड मोबाइल नंबर के जरिये आपको सूचना दी जाएगी। इसके साथ ही यह बताया जाएगा कि आपको वैक्सीन कहां दी जाएगी। इसके अलावा आपको वैक्सीन का पूरा शेड्यूल भी बताया जाएगा।


वैक्सीन लगवाने पर कोई साइड इफेक्ट्स हुआ तो

कोरोना वैक्सीन लगवाने के बाद किसी भी तरह का साइड इफेक्ट्स होने पर रियल टाइम रिपोर्टिंग का प्रोविजन है। अन्य फीचर्स में 12 भाषाओं में टेक्स्ट मैसेज, 24X7 हेल्पलाइन, चैट बोट असिस्टेंट भी उपलब्ध रहेगा। वैक्सीनेशन को लेकर 700 से अधिक जिलों में 90 हजार से अधिक लोगों को ट्रेंनिंग दिया जा चुका है।

1. The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 (कृषि उपज व्यापार एवं वाणिज्य (संवर्धन एवं सरलीकरण) एक्ट, 2020)

यह कानून मंडी सिस्टम को बायपास करता है, और मंडियों से बाहर कहीं भी उत्पाद बेचने की छूट देता है। इसमें यह भी लिखा है कि बाहर खरीदने/बेचने पर कोई टैक्स नहीं लगेगा जो मंडियों में लगता है। इस से सभी आढ़ती मंडियों से बाहर खरीदने लगेंगे और धीरे धीरे मंडी खत्म हो जाएगी। मंडियों के खत्म होने से न्यूनतम समर्थन मूल्य MSP भी अपने आप अप्रासंगिक हो जाएगा। हमारी मांग है कि सरकार कानून लाये कि मंडी या मंडी से बाहर MSP से नीचे खरीद गैरकानूनी होगी।

यह कानून कॉन्ट्रेक्ट खेती के लिए लाया गया है। वैसे इसमे अच्छी बात ये है कि किसी भी एग्रीमेंट में प्रॉपर्टी ट्रांसफर नहीं होगी। खराब बात ये है कि ये विवाद के मामले में किसानों को सिविल केस दायर करने से रोकता है, एग्रीमेंट वायलेशन होने पर मामलों की सुनवाई एसडीएम करेगा जिसकी अपील डीएम के पास होगी। किसानों का डर है कि ये एग्रीमेंट फसल बीमा के एग्रीमेंट की तरह हो सकते है, जिनमे बड़ी कंपनियां अफसरों के साथ मिलकर किसान को परेशान करेगी।

ये किसान को उसकी जमीन पर बंधुआ भी बना सकता है। मान लो कंपनी ने किसान से करार किया कि आप ये फसल बोनी है, हम इसको इस रेट पर खरीदेंगे, इसकी क्वालिटी ऐसी होनी चाहिए। तो इनमें इस तरह के केस आ सकते है जैसे क्वालिटी कम होने पर कंपनी पूरे पैसे नहीं देगी क्योंकि क्वालिटी कम होना एग्रीमेंट की शर्तों का उल्लंघन हो जाएगा। अगर कंपनी ने एडवांस में पैसा दे रखा होगा तो कंपनी किसान को अगली फसल के लिए भी बाध्य कर सकती है , क्योंकि कंपनी का पहले का पैसा किसान दे नही पायेगा , इस हालत में वो मज़बूरी में अगली फसल का कॉन्ट्रेक्ट कर लेगा तो इनके ऋण के चक्कर मे फंस जाएगा। ऐसे में अपने पैसे की वसूली के लिए कंपनी सिविल वाद ले आएगी और जमीन नीलाम करवा देगी।

इसलिए हमारी डिमांड है कि इसमें किसानों को ज्यादा सुरक्षा के प्रावधान किये जायें, ताकि वो बड़ी बड़ी कंपनियों के सामने कानूनी तौर पर मज़बूती से खड़ा रह सके। उसके लिए मुफ़्त कानूनी सहायता का प्रावधान हो। ऋण से भी सुरक्षा प्रदान की जाए। फसल की क्वालिटी एग्रीमेंट के हिसाब से न होने पर, नुकसान का हिस्सा कंपनी भी उठाएं, ऐसे जरूरी प्रावधान किए जाए। क्योंकि एग्रीमेंट के लिए किसान के पास न तो कानूनी जानकारी होती है जो वो एग्रीमेंट के टर्म अपने हिसाब से लिखवा सके। कंपनियों के पास लीगल एक्सपर्ट होते है। इसलिए किसान को पहले से ही ज्यादा सुरक्षा की जरूरत है।

3. Essential Commodities Amendment Act 2020 (जरूरी वस्तु संसोधन अधिनियम 2020)
.
ये तीसरा कानून आनाज , दाल आदि रोजमर्रा की जरूरी वस्तुओं की जमाखोरी को छूट देता है। इसको किसानों के लिए बताया जा रहा है, जबकि हम सबको पता है किसान अभी भी स्टॉक कर सकता था, पर उसकी हालत मजबूरी ऐसी है कि वो स्टॉक कर ही नही सकता। इसलिए ये कानून बड़े धन्ना सेठों को जमाखोरी की छूट देगा जिससे वे मार्केट में इन चीजों की कमी करके रेट बढ़ाएंगे। और मुनाफा कमाएंगे। इस से हर गरीब और मध्यम वर्ग को नुकसान होगा।

Starting October 20, travel restrictions for international students will be lifted at schools with COVID-19 readiness plans.

Canada welcomes back international students

If you're a student from abroad hoping to travel to Canada to study at a university or college, we've got good news. Starting October 20, Canada will begin welcoming back international students!

This means if you're coming to Canada to study, and your school has a COVID-19 readiness plan in place, you'll be exempt from travel restrictions. Your school's COVID-19 readiness plan must be approved by provincial health authorities before you can travel.

This change applies to all international students, regardless of your country of origin or when you received your study permit. Just be sure you don't make travel plans until you've met all the requirements and your school has approval from provincial health authorities.

Provincial approval for schools

Each province will have different rules and guidelines for how they'll review and approve readiness plans for schools. If your school isn't on the list of approved institutions, you won't be able to travel to Canada just yet.

To qualify, schools must have plans in place to share health and travel info with you, the student, as well as put together a quarantine plan. You'll still have to quarantine yourself for fourteen days after arriving in Canada, and your school should be prepared to help you do so. This includes assuring you have access to food and medication during your mandatory quarantine.

A list of universities and colleges with approved COVID-19 readiness plans is updated frequently on the federal government's website.

You can reach out to your school to ask about current COVID-19 readiness plans. You'll want to ask about accomodation for international students undergoing quarantine, too. 

Immediate family members

You may be able to travel to Canada with an immediate family member, if they're coming to support you in your studies. This could mean a parent, a spouse or common-law partner, or a dependent.

This is great news if you need some family support while studying in Canada. Of course, your family member will also need to quarantine on arrival.

Post-graduate work permit

If you're graduating from a Canadian program with a degree, diploma, or certificate, you have six months to apply for a post-graduate work permit (PGWP), which lets you stay in Canada to work. Due to the pandemic, the government has loosened restrictions, so even if you pursued your courses online, you can still qualify. Learn more about the PGWP program here.

Report: Reliance in Talks to Publish PUBG MOBILE in India

PUBG MOBILE may be unavailable in India right now but the owners of the popular battle royale game are reportedly in talks to resurrect it in the region.

The Indian Government’s decision to ban PUBG MOBILE in the country has been the major story from the subcontinent over the last few weeks, particularly due to the impact the title had on the region. Not only was India the biggest market for it, but the virality of the title led to the establishment of a solid esports ecosystem that attracted the likes of Fnatic and TSM to set up camp in the country.  

With India’s esport industry built largely on the back of PUBG MOBILE’s popularity, the ban has left a massive gap in the community with streamers, professional players, tournament organizers, and fans all wondering what is to come next. 

India’s ban on the Tencent-published title comes amidst escalating tensions between India and China and an increased scrutiny towards Chinese tech products and investments in the country. While Indian authorities have cited user security and data privacy concerns in their official statements, there is a case to be made that this is part of a larger move to apply political pressure on China. A week after the ban, PUBG Corp. announced that it would be taking over the publishing rights for the game in India as a way to distance the title from China. However, there has been no news of the game being unbanned since then. 


It became increasingly obvious that PUBG Corp. would require an Indian partner to help with the execution and logistics of operating a game in a region with more than 33M active players. Recent reports across various Indian media outlets suggest that PUBG Corp is in talks with Reliance for the same. A Business Today article reported that Reliance was in talks with PUBG Corp. to serve as partners to help bring back the game to the region. The report went as far as to say that the discussions were in an “advanced stage” with the two companies negotiating revenue share and plans for localization. 

The news is strengthened by the fact that Reliance chairman, Mukesh Ambani spoke highly about the gaming industry in a conversation with Microsoft CEO, Satya Nadella at a summit in Mumbai, earlier this year. He believes that the gaming industry will be bigger than the film, television, and music industries put together. While India was the biggest market for PUBG MOBILE in terms of player base, it wasn’t the market that generated the largest amount of revenue for the title. However, the country has one of the youngest demographics in the world and rapidly improving internet and tech infrastructure, making it one of the fastest-growing gaming markets in the world.
